Services | Join Group (Create)

When I want to create a new room, I try: Services | Join Group.

With both conference.jabber.org and muc.jabber.org as the server,
I get a new tab that says:

"This room is locked from entry until configuration is confirmed."

It seems that no one else can see or join this group.

I have the latest Tkabber from cvs as of today (Feb 27, 2004), but earlier
versions seem to be no different in this regard.

JEP-0045 Multi-User Chat: 6.3.13 Room Creation:

If a user attempts to enter a room that does not exist or to enter a room while it is "locked" (i.e., before the room creator provides an initial configuration and therefore before the room officially exists), the service MUST refuse entry and return a "Not Found" error to the user.

Did you try to make what the warning says? Id est, to configure the room? Click on 'Topic' and then on 'Configure'.

Didn't realize "Subject" was click-able

It took me a while to discover I could click the word "Subject" to see
many options in a pull down menu! Now I see the options and it works for me. Thanks!

Yes, it's also a common mistake, 'Subject' seems a simple text label, but is a menubutton (or however it's called). And I didn't know the exact english text for the button (Topic or Subject), since I have Tkabber in other language :) .

i cant find that configure option

You need special privileges on a chatroom to be able to configure it, even to be able to see the current configuration.

Are you the owner or an administrator of the chatroom? If not, the options will not be shown on the Tkabber menu.

i created the room (im owner), its just that (in windows version at least) you have to open a groupchat tab twice for all the options to appear....dunno why though....

Oh, you are right! I didn't notice till you told it. The problem is solved on the CVS, so when Tkabber-Pack updates to CVS the problem will be solved also on MSWindows.
